I confess that I do not really understand what a "secret debt" could be. The transfer of money or assets of which one party is unaware seems to me to be theft, not debt. So, I will leave that aside.
With respect to explicit DEBTS, I do not think there is a particular HOUSE assignment for it. I think what HOUSES are used in the judgment is going to depend on the question. "Will X pay me back the money I loaned her this month?" does not need to have a house assigned to debt. "Will I be able to pay back my loan this year?" can also be judged without assigning a house to the debt, itself.
