QUESTIONS: (1) Which one is the most powerful ELEMENT: Fire, Air, Water, or Earth? (2) Which one is the leading element? And which one is in second, third, and fourth positions?
I will start with your second question, first. It both the Western and Eastern occult traditions, the Four Elements are said to come into manifestation from Spirit in a certain order, as follows:
(0) Spirit ---> (1) Air ---> (2) Fire ---> (3) Water ---> (4) Earth
There is a certain diagram that we use to represent this:

The pointed oval is Spirit. The circle is Air. The triangle is Fire. The crescent is Water. The square is Earth.
As for your second question, no element is more powerful than any other. Once Spirit establishes the four elements in manifestation per the above order, the four elements all exist together in a cycle of transformation, per the following diagram, which is still used in traditional medicine. You can see that the cycle does not preserve the same order in which the four elements are created or come into manifestation. In the Cycle of the Elements, we have this order:
Air ---> Fire ---> Earth ---> Water, all of which revolve around Spirit:
